I would describe the Pisces midheaven as the improviser.
When I talk to people who have a Pisces midheaven who are going through work changes or periods of indecision around what to do with their lives, I do hear some laments blaming feelings of indecision on the blurry and vague images that we tend to have of Pisces.
If you have a Pisces midheaven, you're not sentenced to a life of instability or incompleteness. Having a Pisces midheaven does not mean that you will never commit to anything forever and ever. Pisces midheaven can be very commited. Devoted even. Yes, Pisces midheaven is pretty flexible but flexibility is not the same as indecision.

Every improviser knows that your ability to dictate reality becomes more powerful when you come into collaboration with the people around you. Every improviser knows that reality is something that people make spontaneously and together.
Pisces midheaven is an improviser. No, this placement doesn't make a ten step plan. They don't really work like that. Instead, they are responsive to the lives of people around them and they work on trusting what could happen whenever possible.
To improvise their goals into existence the way that they do, Pisces midheaven must remain emotionally available to the people around them. In a group or a team, they don't just show up. They're fully present, attentive to what everyone is doing, and emotionally trusting enough to allow their own actions to come from a place of sincerity. They're often not dictating or planning or secretly strategizing. They are listening and responding.

I think that, because the decisions of a Pisces midheaven is always responsive to other people, a lot of people can have a hard time quantifying where Pisces midheaven's sphere of action starts and ends. To the outside observer, a Pisces midheaven can appear almost inactive, almost as though they're waiting for life to simply come in and make things happen for them.
But this couldn't be further from the truth. Action isn't quantified by disruption. Invitation, availability, and trust are also actions. Connection is an action.
In some ways, Pisces midheaven simply isn't that interested in actions that they can get done all by themselves like finishing one art piece or hitting a personal goal. They think too big. They want things to happen that will only happen when a whole community or society moves together. They want to remake their world.

They can have a tendency to put aside personal projects not because they're uncommited or lazy but because they actually want a little more. Pisces is very social. They must participate in order to find meaning. This is why conventional rules about taking or giving credit don't really work for Pisces midheaven. They're simply the type of person whose collaborators and co-conspirators do their best work when around.
You might find yourself becoming smarter or more brilliant when you are in the presence of a Pisces midheaven. You might be funnier, more trusting, and more skilled. Pisces midheaven, sincerely encouraging, has a way of drawing the talent and the ambition out of other people. They just believe in you. Because they believe that you can do it, you start to believe it too.

As you continue to work together, you find yourself doing your best work in this particular collaboration. Coincidence? Not really.
When Pisces midheaven can participate in a collective or with a partner, then they are impressively effective. They are committed to projects as long as those projects feel larger than the status quo. They remain interested in anything that isn't entirely within their control because they live to spontaneously play with as many kinds of people as possible.
But Pisces midheaven is bored by smallness or aloneness. They want more people to get involved. It's not about a plan. It's about what everyone can do together.
If you see someone out there who looks like they are doing very little or nothing at all, who doesn't have a proper job title or play a specific role, who is always somehow able to bring big groups of people to make things happen on a large scale without letting on how they make that happen—you might have just run into a Pisces midheaven. They are more committed than you think they are. They are also doing a lot more than they can name.
